IV INTERNATIONAL SCIENTIFIC CONFERENCE “CRISIS MANAGEMENT - CIVIL PROTECTION - RESCUE”

On June 3-5, 2025, the Olivia Centre in Gdansk hosted the 4th International Scientific Conference entitled. “Crisis Management - Civil Protection - Rescue”. The event was jointly organized by the Military Academy of Technology in Warsaw, WSB Merito University in Gdańsk and Olivia Centre in Gdańsk. One of the co-organizers of the Conference was the International Institute of Civil Society whose Founder and President, Mateusz Komorowski, also attended the Scientific Committee of the Conference.

The high level of content and importance of the event was highlighted by the honorary patronages of the Deputy Prime Minister and Minister of National Defense, Minister of Internal Affairs and Administration, Mazowieckie Voivode, Pomeranian Voivode and Pomeranian Voivodship Marshal, as well as the heads of the Government Strategic Reserve Agency, the Government Security Center, the Military Fire Protection, the Marine Unit of the Border Guard and the Polish Volunteer Fire Brigades Association.

The conference brought together participants from Poland and abroad - scientists, uniformed services officers, representatives of public administration, non-governmental organizations and private sector experts.

The main objective adopted by the organizers, i.e., combining theory and practice - was fully realized. The three-day program of the Conference was rich and varied, including both plenary debates and numerous thematic panels.

Day I - June 3, 2025

The Conference was officially opened by representatives of the main organizers, followed by two plenary panels, including on the interaction between the military and civilian sectors, as well as on national and international crisis response mechanisms.

In the afternoon, three parallel thematic panels were held, including:

  • organization of the civil protection system;

  • resilience of crisis management systems;

  • security culture in the situation of contemporary threats.

    Among the speakers were experts from Poland, Finland and Ukraine, representatives of universities, fire departments, the military, local governments and industry organizations.

Day II - June 4, 2025

On the second day, the debate continued with thematic panels that analyzed, among other things:

  • rescue operations in the context of multiple crises;

  • preparing administration and civil society for emergencies;

  • civil protection in the context of migration and refugee challenges.

The highlight of the day was an evacuation drill at the Olivia Star skyscraper, carried out by the emergency services and the Olivia Centre security director. The exercises were aimed at practical verification of evacuation plans, evaluation of personnel readiness and observation of the effectiveness of coordination of services in a building with 34 floors. Participants were able to analyze the course of action, and its subsequent stages live.

Day II - June 4, 2025

The last day was devoted to study visits to:

  • Naval Academy, where maritime command and security systems were presented;

  • Kashubian Border Guard Squadron, where procedures for responding to hybrid threats were discussed.

The Conference culminated with a gratitude ceremony and the announcement of the next, 5th part of the event, which will be held on June 9-11, 2026, in Suwałki, in cooperation with the State Vocational University. The organizers are already inviting substantive and organizational cooperation.
