POLISH AND UKRAINIAN SECURITY SEMINAR: “UKRAINIAN (ANTI)DRONE EXPERIENCES”
The aim of the seminar was to exchange experience between Polish and Ukrainian experts in the fields of security, crisis management, and the use of modern technologies in warfare. The discussions focused on the practical aspects of drone and anti-drone systems, as well as the role of public administration in ensuring citizens’ safety during wartime.
The seminar was opened by Mateusz Komorowski, Founder and President of the MISO, who emphasized in his address that, in the face of the ongoing war in Ukraine and the rapidly growing security challenges and threats, the exchange of knowledge, experience, and best practices between experts, institutions, and social partners has become particularly important. He noted that meetings of this kind not only help to better understand the realities of the modern battlefield but also enable participants to draw on the practical experience of Ukrainian partners in the fields of military technology, defense and offensive operations, as well as crisis management. He also underlined the crucial role of civil society in building the resilience of the state.
The seminar speakers included:
Ivan Rudnytskyi, Head of the Volyn Regional State Administration;
Oleh Dunda, Member of the Verkhovna Rada of Ukraine;
Andriy Onistrat, former commander of the “Dowbush Hornets” strike drone company of the 68th Separate Jager Brigade named after Oleksa Dowbush.
Ivan Rudnytskyi, in his presentation, discussed the administrative aspects of security management under wartime conditions. He emphasized the importance of an orderly operational structure, effective communication across levels of administration, and transparent use of public funds during crises.
Next, Oleh Dunda took the floor, focusing on the diplomatic and political dimensions of national security. He highlighted the need to integrate government action with civil society initiatives and stressed the key role of international cooperation in addressing hybrid threats. He also pointed to the importance of developing cooperation between the defense industries of allied nations and creating joint venture partnerships that enable technology transfer, joint production, and the faster implementation of innovative defense solutions. As he noted, such practical cooperation today forms the foundation for effective modernization of the armed forces and strengthening the defense potential of the entire region.
The final speaker, Andriy Onistrat, provided a detailed account of the tactical and technological aspects of using drones and anti-drone systems on the modern battlefield. He discussed different types of drone constructions, their functions and applications, as well as the rapidly evolving military technologies that are playing an increasingly significant role in modern defense and offensive operations.
The seminar was an experts’ meeting and served as a platform for practical knowledge exchange between specialists from Poland and Ukraine. The discussions enabled participants to view security matters from multiple perspectives: military, administrative, and political, while also strengthening the foundations of interinstitutional cooperation in the fields of security and defense.
The meeting concluded with an open debate, during which participants shared their reflections and questions. The event represented an important step in building expert dialogue and establishing a joint platform for exchanging experiences in modern methods of ensuring security amid dynamic technological and geopolitical challenges.
