REFERENDUM 2015: FOR OR AGAINST PROPOSED MEASURES?


On 31st August 2015 in Warsaw at the Polish Sejm building, a debate was held re. the 2015 referendum, co-organized by the IICS under the patronage of the Speaker of the Polish Sejm Małgorzata Kidawa-Błońska. During the debate, we focused on a multi-faceted analysis of matters regarding the country-wide referendum to be held on 6th September 2015.

Our partners for the event were the Head of the Senate Legislative Commission dr Piotr Zientarski and Komitet Nauk Prawnych [Legal Sciences Committee] of the Polish Academy of Sciences. Our media partners for the event included Dziennik Gazeta Prawna and Radio TOK FM.

The first panel was dedicated tosingle-member (electoral) districts and its pros and cons. Our speakers for the first panel included:

  • Prof. Bartłomiej Michalak, the Faculty of Political Science and International Studies of the Mikołaj Kopernik University in Torun

  • Prof. Krzysztof Skotnicki, the University of Łódź, Chairman of the Polish Association of the Constitutional Law

  • Prof. Jan Wawrzyniak, the Leon Koźmiński University.

The second panel was dedicated to the financing of political parties in Poland (the financing comes from the state budget). Our speakers for that panel included:

The last, third panel concerned the general rule for dealing with the interpretation of provisions of Polish tax regulations (favourable to tax payers). Our speakers for this third part were:
